Sylvester Turner (D-Houston) explaining his support for a bill that passed the Texas House calling for a constitutional convention to consider a balanced budget amendment to the U.S. Constitution. And then turning around and proclaiming ignorance when asked what taxes should be raised or which federal programs should be cut to make the balanced budget a reality.
